Maiko Maeda

Maiko Maeda is the manager of Clouds and a former partner of Judy Alvarez. She understands the club’s corporate and Tyger Claw power structure and believes change can only succeed when it accommodates the people who already control that system.

Judy’s attempt to free the Clouds workers brings Maiko into direct conflict with V. Different choices can leave her in control, remove her from power or provoke violence, illustrating the tension between Judy’s idealism and Maiko’s political pragmatism.
